Lon Chaney Sr. actually. He was the one who played the famous Phantom. Notice how his nose is pulled up and flared.
To get the effect he took small flatted, hooks and thin wires and pulled them back over and to the side of his head and applied makeup to cover the wires. Talk about dedication.
Lon Chaney Jr. was also well known in this field as the Wolfman.

Of those known primarily for Horror roles I would probably take Vincent Price.
But I think the best parts are often played by people who are known for other work. They can bring that dawning recognition of how terrible things are effect to a performance so that we can awaken to terror with them.

I would go with Vincent Price first and foremost. We showed my kids House on Haunted Hill, and for such cheesy effects...it still left you a bit spooked. LOL my oldest was hiding behind her hands and she has seen much worse.
I dig Boris Karloff, he is amazing!
For scream queens, Jamie Lee Curtis is an absolute must. No one can top her!

It is too close to call. It is either Vincent Price or Peter Cushing. Donald Pleasence and Peter Lorre are great as well.
It may be Mr. Price winning out by a thinly cut slice of ham that he often displays through his acting. He mainly wins due to working with one of my favorite musical artists: Alice Cooper.

Bela Lugosi (Count Dracula)
Ben Cross (Barnabass Collins from the new "Dark Shadows")
Joana Going (Victoria Winters from the new "Dark Shadows")
Lon Chaney Jr. (The Wolf Man, Frankenstein Meets the Wolf Man and a whole host of others)
Boris Karlov (The original Frankenstein Monster)
Lara Parker (Angelique from the original "Dark Shadows" and she was also in the movie "Race With the Devil")

I also need to add the best Dracula from what is still the best vampire movie: Christopher Lee.
