Depends on what the overall outfit is. If you're going as Jason or Michael Myers, the mask really makes or breaks it. The cheap plastic Jason mask that glows in the dark or the Myers mask with the blue lips? Ruins the look. On the other hand, if you're gonna be a scary pirate, you can get any number of masks (or none at all, if you're blessed with a scarred and warty face), but without a puffy shirt and some good boots, you'll never pull it off.
It took me a long time to find a Phantom mask I liked (leather, custom made), but I've also had to dig to get the other parts of the costume down. It's virtually impossible to find a low-cut full-backed black tuxedo vest, so I still haven't gotten the look just right yet.
