As strange as that may seem it's logical. Vultures are carion eaters by nature, so they would be best suited for locating dead bodies. The only problems I could see, are 1, as poionted out in the article, the bird would likely peck away at the body, and 2, he might also zero in on a dead animal instead of the body the police are looking for.
