At first I was concerned, when I saw the words "closing early," but when I read the article I was OK with it. They want to close an annual Halloween street fest at 12:30 rather than 1:30, on the grounds that more attacks happen between 1:30 & 3 a.m. I can see that, and I don't think it will hurt Halloween any to close up shop at 30 minutes past midnight.
