All you need to do is prepare a regular box of Jell-o with Tonic water instead of regular water, and then add a black light for effect.

I haven't tried it myself yet, but I'm tempted to do so after I heard from a guy at work you could do this. I looked it up online and sure enough, I found a video on it:

Since glow-in-the-dark stuff typically works well for Halloween, or even just for fun, I figured I'd share.
