Unemployment: Why can't we just do it the OLD fashioned way!

So whenever I file for unemployment this tends to happen. It's such a pain in the butt, and due to me being an idiot (ok not really, I've got a two year degree but still) I can't understand how to do this!
My grandma said back in the day they used to stand in line to get Unemployment. I rather do that than wait on the phone all day. Why can't someone just sit down and go through this with you? I hate doing this.
Alright this is a semi-rant, you see, you call their stupid number, and they say "oh, go online and file a claim, it'll be faster." So you do that, then they turn right around and say "I'm sorry, you have to finish it over the phone." What the heck!? This is so stupid.
Not to mention it's so confusing, I just rather someone sat down with me and did this, a professional at the DOL. But if you GO to the DOL, they tell you to call the stupid number!
Ugh! Anyone else have issues like this!? I'm working a part-time job but I'm getting less than ten hours a week, which is why I'm filing a claim, as I was laid off at my main job, so I can try to at least get partial-unemployment. Ugh. So stupid. >>;
